In India, newborn babies can apply for a passport from their parents or guardians. To apply for a passport for a newborn baby in India, follow these steps:

Register on the Passport Seva Online Portal; Login to the Passport Seva Online Portal using your registered Login Id; Click the “Apply for Fresh Passport/Re-issue of Passport” link; Fill in the required information on the form; Submit; Click the “Pay and Schedule Appointment” link on the “View Saved/Submitted Applications” screen; This will let you schedule an appointment; Make Online Payment (This Also keep in mind that if you’re a minor (younger than 4 years old), you’ll need to bring a recent white-background passport-size photo. Dissimilar to for grown-ups, picture for minor candidates are not clicked at the Identification Seva Kendra.

Parents can attest documents for minor applicants. Non-ECR is available to minor applicants until they turn 18 years old.
