Around 30 officers in Assam have moved chief secretary alleging misbehaviour by MLA of Lakhipur

Around 30 officers in Assam have moved chief secretary alleging misbehaviour and use of un-parliamentary language by MLA of Lakhipur.

In a submission to the chief secretary, Jishnu Barua the officers condemned the act of gross misbehaviour by BJP MLA Lakhipur Kaushik Rai towards Dr. Dipankar Nath, ACS, Circle officer, Sonai Revenue Circle, Bikash Chetri and Hussain Mohammad Mobinj.

Rai however refuted the charges and said, “During visit to Sonai people complained that they did not get relief during floods. I have not misbehaved with any officer present there. I have asked them to work as this is a humanitarian crisis.”

He added, “From some quarters some attempts are made to fuel this. Had there been some issue there would have been video or audio footage.”

The memorandum stated, “We, the Civil Services Officers of Cachar district, having confidence in your able leadership, would like to bring to your esteemed notice, the very shameful incident of gross misbehaviour by MLA Lakhipur towards the civil servants engaged in relief duty in Sonai Revenue Circle Dr. Dipankar Nath, ACS, Circle officer, Sonai Revenue Circle and Bikash Chetri, ALR, Circle officer (A), Sonai Revenue Circle, Hussain Mohammad Mobin, ALRS, BDO, Sonai in presence of Ashok Singhal, Guardian Minister, Cachar, who were reviewing the flood situation, who being accompanied by the District President, BJP, Cachar, Ex-MLA, Sonai, the Panchayat representatives along with several party workers and their associates”.

It stated, “That, while visiting the designated relief camps at Govindanagar Shivbari High School, the MLA, Lakhipur remarked that BDO of Sonai, Hussain Mohammad Mobin, ALRS should be beaten up in the same manner as he was once manhandled at block office by various party workers on 10th March,2022. Other Panchayat Representatives further said that the Circle Officer(s) should be punished as they have failed to distribute any relief and went on to quote derogatory Un-Parliamentary words for the entire Government machinery who were working in Sonai and also, accused the concerned officers of working at behest of the opposition party and termed the officers as agent of the opposition.That, the very same shameful way of harassment continued further, white visiting the flood prone areas of Kaptanpur and Rupaibalj GP under Lakhipur Constituency, Sonai Revenue Circle in a Power-boat, Going further, he personally attacked both the Circle Officers of Sonai Revenue Circle as “RICE CHORS’ and thereby, calling them as thieves and quoted that their bodies shall be infested by maggots, He further, threatened the Circle Officer, Dr. Dipankar Natha by abusing him, and also, personally attacked him by raising questions on his educational qualification about how he have earned the Dr initials in front of his name and also hurled abuses and raised his hand as a symbolic gesture for slapping, while he stated the following words “Ek sor marim/Ek thappad morunga” (will slap you), The MLA Lakhipur did not stop there and went on to insult and abuse the entire ACS fraternity by using derogatory remarks about the ACS service.”

The officers added that most of the Civil Services Officers of Cachar district were engaged in Dolu area for law and order duties under adverse conditions for clearing of tea bushes in the new greenfield airport project. Despite engagement in Dolu area the officers plunged into flood relief operations in view of the enormity of the rising flood level .1n the course of this duty,the recent incident of severe use of unparliamentary language and violent threatening of officers on duty by MLA Lakhipur has severely demoralized the Civil Services officers fraternity of the entire District”.

The officers stated, “Therefore we would like to request you to kindly ensure us with a better working environment whereby our personal dignity and self-respect are not trampled upon and take forward the legacy of providing relentless and selfless public service as precedence by our Seniors since inception.”
